According to Brookings Institution and MetLife research, large institutional investors (defined as those owning over 100 homes, including private equity firms) currently own approximately 3% of single-family rental stock nationwide. However, investors purchased nearly 27% of all homes sold in Q1 2025.

A 2022 MetLife report projected that by 2030, 7.6 million single-family rental homes in the United States—more than 40%—could be owned by corporate investors.

Oregon Legislative Response (2025)

Important Note: The Multnomah County Division of Assessment & Taxation pauses property data sharing annually (late summer to early fall) while processing tax statements. Data availability and completeness may vary during this period.

Methodology: Identifying Corporate/Private Equity Ownership

Step 3: Validate Corporate Entities

For flagged corporate-sounding owners:

  1. Search the Oregon Secretary of State Business Registry to confirm business registration
  2. Identify registered agents and filing dates
  3. Research whether the entity is part of a larger private equity firm or investment group
  4. Check MultcoRecords.com for recent property transfers and ownership changes

  • Trust and Legal Structures: Properties held in trusts may hide the ultimate beneficial owner (individual or corporation).
  • Multi-Family Exclusion: This methodology focuses on single-family homes and does not capture corporate ownership of duplexes, triplexes, or apartment buildings.
  • Data Freshness: Property records may lag behind recent sales. Annual data pauses during tax processing can create temporary gaps.
  • Out-of-State Entities: Some private equity firms may be registered in other states (Delaware, Nevada) and require additional research to identify.
  • Definition of "Private Equity": There is no universal definition of what constitutes a "private equity" owner vs. a small landlord with an LLC. Size thresholds (e.g., 100+ properties) are commonly used but somewhat arbitrary.
